No, aitch-ee-double hockeysticks NO. If you know of someone doing so, you should do a couple of things, the first being notify the police (although not using 9-1-1, as it is not an acute emergency). If they are unhelpful, phone your local district attorney. Also, you should notify the veterinary licensing agency, as well as the medical licensing agency (for doctors- believe me, they will be interested).
