I know that feeling very well indeed . I had neighbours like that a few years ago . They left their dog to run in the back garden all day , and sometimes into late evening . The poor thing was lonely , it ate all the food in one go and then it began barking for attention , non stop
I did speak to them and for a while it reduced in frequency , and then fortunately they moved elsewhere to no doubt annoy someone else !!
If your quite reasonable requests have been ignored , then get the council involved , they have a department that will investigate issues of noise pollution , and as I said I have experience of how annoying this can be , especially if you happen to be in the house all day (Weekend or holiday )
