What is your experience with training a puppy to use wee-wee pads?

My 7-month old chihuahua is not “getting it.”

My Yorkie would not use them at all. I followed the instructions and had no luck. He would go to the bath room all around the pad but never on it. I finally just gave up with them. I have heard that some people have had luck but not me.
