Puppy House Training?

What is the best way to house train a Shih Tzu? I love her cute little mug but I swear this dog is dumber than a box or rocks!!! I take her out 30-40 minutes after she eats and drinks. We’ll sit outside for just as long and she will not go until we come back in the house!! The other day I got excited because she went to the door so I ran an opened it but as soon as I did the little terd took off back to her room and tinkled on the floor. Don’t say I scared her because I’ve never hit or screamed at her and never will. Please help!!!

We had a cage for our dog and I’ve heard that an animal won’t go to the bathroom where they sleep. He was house broken in about 2 weeks. We no longer have the cage for him anymore.

oh and everytime he went outside, we’d say “Good Boy goin pee pee or poo poo outside” lol
