Would it be too late to add root stimulator to Tsuga Canadensis in zone 6 b in beginning of July?

why and how so?

and for anyone who is very knowledgable concerning the growth of these trees, 7 out of 10 look very thin inside (these were planted last spring and have looked that way since planted) the others were added and looked very full because they had been sheared repeatedly to fill them in good and obviously were better quality. will the others catch up and blend in eventually or what would be the best thing to do in this case?

I am thinking most root growth is during the winter time?

I don’t think root stimulation is the way to go. Regular trimming/pruning should bring them up to the mark within a couple of years.
Generally if you prune in the summer/autumn it provokes more growth, if you prune in the winter/spring it just keeps the tree or shrub neat.
If you are growing these trees too closely together though, you will be inhibiting their growth anyway. And if the ones you are having problems with have been in the ground longer, they may be missing some of the growth nutrients.
Have a look at your local garden centre for a feed that will benefit coniferous plants.
