How do I get rid of Micro Billing Systems spyware?

Any suggestions on how to get rid of Micro Billing Systems. Have tried all the usual things like deleting suspicious files and scannin computer with Norton and Spybot. Some of the files cannot be deleted. I keep getting the pop ups which slow down my computer. Thanks in advance.
