how can I fix a good size rust spot that has gone all the way through over my rear wheel well?

’98 Subaru Outback. . .would like it to look good afterwards. . .I don’t know the 1st thing about fixing this.

sand around the rust and cut the bad stuff out. then weld a thin piece of metal to a good part on the body of the car. (bend it and do what you need to to get it to look like normal) then grind it smooth. put some bondo if you need then prime and paint.
