Is the use of some Dog Collars considered animal curelty?

There is a dog with a collar that looks like chain link fence material, and there are several spike on the inside. The collar is lose and the dog’s neck looks okay.

The living situation is certainly neglect and it sounds as if you’re talking about a prong (aka pinch) collar which, if the dog is wearing it while not supervised or being trained, is being mis-used. But, the collar itself is not cruel despite it’s looks. And collar can be misused.

But, if the dog’s living conditions are as bad as you indicate, i would call animal control and report the situation. This is definitely neglect and something should be done about that.
