On touching the Upper Metal Casing of the Hard Disk do we get an electric shock?
If not then does that mean, My hard disk is faulty or the grounding is Improper?

You should not get a shock when touching the hard disk body.
If you do get a shock when touching then that means you have a bad ground.

You should not get shocks when properly grounded when only touching the outer casing.
