Why isn’t every company sending ships to the Gulf of Mexico to scoop up free oil from the oil spill?

The oil is floating around, some plumes are as much as 10 miles long. It has to be cheaper to vacuum it up than to drill for oil, right? So why isn’t the Gulf filled with salvage ships and tankers, sucking up millions of free barrels of oil worth about $70 each?

Because it is mixed with seawater and it is difficult to separate the two, and too expensive to do successfully. Apart from that the oil is owned by BP who are obliged to spend millions to clean it up.
