What does it say about a guy who trains his dog to bite off the heads of flowers?

I know a guy who did this. He and his wife (now his ex) trained their dog to bite off the heads of flowers.
They didn’t seem to care that many people spend huge amounts of time growing flowers and would be quite pissed off if they saw a dog run around and destroy their efforts with a quick series of bites.
They (the owners) would laugh hysterically at this… this always bothered me.
They were skiers and I often wondered if they would think it was hilarious if someone ran up to their skis and broke them in half.
They could certainly earn the money for a new pair of skis much faster than a homeowner could grow a new flower garden.

I don’t quite understand what your end game is. Animal Control Ordinances contain verbage about animal nuisance and a complaint can be registered through there.

They obviously had too much time on their hands and what they taught the dog was a suckass thing to do.
