My one of my puppy’s eyes has gone from pink to having what looks like black mascara?

Is this normal? It seems to have happened over the course of a week. The other eye is still pink.
I am talking about the skin around the inside of the lower and upper eyelids.
The fur is pure white

It may depend on the breed of dog. If you are unsure you might try calling your Vet.
