what does the tire ply mean .Is it the number of layers or the nylon cords?

Ply ratings: an older method of rating load-carrying capacity, these are listed as 4-ply, 6-ply and so on.
Load rating: the current method of rating a tire’s load-carrying capacity is denoted by letters B, C, D, and so on.

In the old days they used cotton fiber belts and put the full number of plys into the tire….the rating system stayed while the cotton fiber belts were replaced by nylon and steel belts.
