What are the laws when adopting a free pet from a pet store?

I picked-up an adult male Cat from a pet shop this morning for free. He smells horrible and has mats of hair and kitty liter on him.I called a petco to make an appointment to have him groomed but they needed proof of vaccinations. So I called back the pet store and the owner does not know the back ground of the cat at all. NO name,no papers, and according to him it was dropped off 3 weeks ago and had been there since.

Definitely take him to a Vet, they will probably need to do the shots (usually available as a combo, not too expensive) also see if you can find a vet that does grooming too, some do. You might also report the condition that you received the cat in to local animal control, a pet shop should not have had an animal in such bad shape available.
