Do you need to have Sims 2 to play the Pet Pack on PS2?

Hello,
I know that the PC Sims Pet Pack requires Sims 2 and cannot be bought used. The lady at GameStop said you can buy a used copy of the Pet Pack w/out having the Sims 2 beacuse is not an expansion pack on PS2. Is this true? Also is it possible to still play interactively w/the PS2 or only when played on the PC?

You dont need Sims 2 to play expansion for PS2. PC is better for playing Sims 2 then the PS2.
