How to avoid my dog from lifting his leg?

I’m in the process of paper training him to go potty on dog toilet pads. I have two dogs. one of them does not lift her leg in the house, while the other one, male, does. He is spayed. Because they are small indoor dogs, and I live in an apartment I can’t always take them out. Is there a way to prevent him from lifting his leg and making a mess all over the pen and the walls?

There are products like the four paws on target trainer has sides on it. Or you could maybe get extra large pads and place it partially up a wall or wherever he likes to hike at? and heres a couple of links on other products, i havent used them or fully reviewed them but they may be an idea?
