How can I prevent my puppy from tearing up his “Wee Wee pad” ?

We have an 11 week old maltese puppy and we r trying to potty train him so we got him one of the square shape cages that he stays he (not a carrier) and we put one wee wee pad with a wee wee pad holder for him to use the restroom on and he does use it but a lot of other times we come home and its all torn up and the plastic piece that holds the wee wee pad in place is off to the side and his (sorry) poop is all over the place and its pretty gross having to clean that up all day what should we do so that he just uses the restroom where he is supppsoed to and doesnt tear it up? We cant take him outside because he has only gotten 1 set of shots and at a pet store a lady told us since he is young and only gotten one set of shots he could catch this rare disease if we take him outside and he is exposed.

Mine never stopped ripping up the pads so I bought some Grass (sod) from Home depot and cut it into a square and put in a little box like a litter box that is not too deep and the dogs didnt rip up the grass at all but you have to replace it every couple days. Cheaper than wee wee pads too. 4 dollars for a big peice
