should that powder go right on the hot spot even though it is basically an open surface wound? Any help would be appreciated.

You should shave the area. Wash it with surgical soap, dry it really well and then put the gold bond on there. Safes a trip to the Vet. Unless the hot spot gets worse, then you need to take your dog to the vet.
