Do they make prong collars for small/medium dogs?

Just curious.

For example would they make prong collars for a 27 lb. dog with a 14 inch collar size (my dog)? Do people use these? Are they safe and effective?
Or is one of those martingale collars better?

Yes they do. You can purchase one at PetSmart for around fifteen to twenty dollars. Make sure you get the one with a loop, and not a latch. You’ll know what I’m talking about when you look at the two different ones they offer.
As a trainer I know that you have to use what works on your dog. You want to start out with the most gentle method before working up to a prong collar. I recommend the halti head leader. You’d have to have your dog try one on for size, and may have to special order one if you can’t find one to fit. However, if they prove ineffective or the dog figures out how to fight against it; a prong collar is acceptable. My two large breed dogs both have head leaders, and I started them out on them, but one figured out how to fight against it, and the other shut down with it on. So, I have them both on a prong collar.
YOU HAVE TO LEARN HOW TO USE IT RIGHT FOR IT TO BE EFFECTIVE!!! Misuse of a prong collar can hurt your dog, and will hinder training.
The prong collar works this way, it evenly distributes pressure across the dogs throat when used as a correction. You want slack in the collar all the time except during a correction. The correction should be short, and gentle if at all possible. A firm but short tug release is the proper way to correct.
When teaching a dog how to perform a new behavior, such as heel. You have to make sure the dog understands the command before trying to correct misbehavior with a pinch collar. There is no point in correcting a dog for a behavior that it doesn’t understand in the first place. The best way to teach a dog to walk properly is to start in your house. Put the leash on its flat collar, and have it sit beside your left side. Click and treat. Repeat this a few times then move slightly to your right, and guide your dog back into position. (don’t pull the leash, but lure with a treat) When the dog is back in position click and treat. Continue to do this until you’ve made a full circle. Then, move forward slightly. Your dog should have the general concept by now, but if it doesn’t automatically move to your side; guide it into position with the treat then click and treat. Once your dog has the general concept, you can start to walk around the house as if walking on a real walk. The dog’s shoulders should be even or behind your leg for a proper heel. Periodically click and treat for proper positioning. If your dog tries to go ahead of you, say OOPS, and guide the dog by your side in the opposite direction to get it back in place by your side. Click and treat when it is back in position. Once you’ve practiced this for about a week, or you are certain your dog understands the heel command. Try it without the leash. You’ll be surprised what can be accomplished with gentle guidance. After you are positive your dog understands the command inside your house, you can put the prong collar on for outside activity.
Once you are outside on the walk you give the heel command. If the dog doesn’t obey, offer a gentle and short correction. This will give the dog a reminder that you still expect the him to obey despite the different change in environment.
You want to use the correction as a last resort. Over use can over stimulate a dog, and you don’t want that. If your dog is aggressive, you want to avoid anything that will put pressure on the dog’s throat because that will only increase the dog’s reactivity, and possibly cause it to redirect its aggression onto you.
