My microphones takes a lot of time to record.?

I have Windows Vista. I want to record, when I speak it takes about 1 sec to record it, hope that made sense. I get confused when I want to record and I hear what I said 1sec ago at the same time. I have a dynamic microphone. I used a lot of softwares (Sound forge, acid, audacity, mixpad…) and none worked Can you help me please find out what’s the problem?
