Food Dish

I have a male Budgie that constantly shoves all the food out of his dish, why would he do this?

This is a new behaviour for him. We bought him new food, thinking he didn’t like the old stuff. That didn’t help. We bought a different type of food dish, that hasn’t helped either. Any ideas on why he would do this, or suggestions on how to get him to stop?
I don’t believe it is food shyness, because he does it even when alone. He also does it with his gravel. And he isn’t eating it off the floor, he just bellows..in his own way, until his food is refreshed.
