my neighbours fence is broken in many places and needs replacing which she is unwilling to do?

she dissagrees although it is clearly an eyesore and in need of replacements, what rights do i have over getting it replaced?
there is no mention of me insulting her!!!!!

Pretty much none if it belongs to her. The only thing you could do is erect a fence within your own side of the boundary. This puts you at risk of losing some of your land in a legal dispute later. You need to work out how to work with your neighbour instead of insulting her.
