Please recommend a Westie-safe substrate for our two pups’ outdoor exercise pen. Grass no longer grows!?

You could excavate the area to a depth of about 6ins, lay a permeable weedproof membrane, and fill with bark chippings (get a lorryload from a tree surgeon rather than from in bags from a garden centre, as they will be less decorative but much less expensive.) The chippings will be warm and comfortable for the dogs to lie around on, will drain well, and when you’ve picked up after the dogs you could periodically add more chippings as required.
If you don’t want to do this, try posting again on the Pets>Dogs section, as I think maybe this is where your question belongs, you might get some more ideas from the people on there.
