Electric fence in San Antonio City limits?

I am asking about using an electric fence in my yard as a training deterent. My dogs get out by digging under the fence. I have put concete blocks to block the holes I have put them up at night, but… Electric Shock colars cost $200 per dog plus. and below ground almost as much. I have already had to go and bail one of them out of jail, but the more they escape the more thay want to charge you as an irresponsible pet owner. PLEASE remeber this is a training deterent only, not permenant.
Sorry the question is what are some of the thoughts of using an electric fence as a traing deterent and its San Antonio TX. I have checked the state laws and its not the laws I’m worried about it’s the code compliance. and the wire would be on the inside approx 12-18″ off the ground. plus it’s approx 18″ off the fence privacy and chain link!
