Dogs In Distress

Is this dog in distress?
Ever since i woke up this morning i have heard a constant howl from a neighbours dog, im not sure where the howl is coming from and it sounds like a really distressed dog sound.
At first i thought it was a baby crying, but its not, its definitely a dog.
Im on the verge of calling the RSPCA, its like the owners of the dog have gone out to work and left the dog outside in the cold.
Should i call the RSPCA, is this animal cruelty?
What a lovely neighbor you are, worrying about their dog. If my dog was in distress, I would be grateful if someone called the RSPCA. Like someone mentioned, it could have got its paw stuck in something etc… The RSPCA are very good at checking out situations.. Call them and leave it with them, if its a false alarm, better to be safe than sorry.
