What’s good to use as ground cover for an Outdoor Dog pen?

We have three dogs (2 large, 1 small) that have indoor/outdoor access to a decent size outdoor pen. They are digging huge holes in the pen, under the fence (or near the edge of the fence) AND at the foundation of the house. If we can’t get them to stop digging, would gravel be a wise choose of ground cover to use or is there something better?

CONCRETE!!!
Either patio blocks or poured.
So….you can CLEAN it as well avoid the filth of mud & manure & urine…a lovely fragrant soup…..& stop all digging.
