What was the point of the dog outfit guy in The Shining?

This is from the movie The Shining. This is the part where the wife is going up the stairs and then she turns to her right and sees a fat guy in a dog outfit on his knees very close to an old man on a bed. I dont understand whats going on there but its creepy.

That was the point. There were/are some serious freaky party ghosts at the Overlook. Oh, and the Shining is NOT based, even losely, on actual events.
