My Dog Barks on walks and in his kennel and help or suggestions?

I have a red and white Border Collie Jazz is just one year old when we take him for a walk in our village he barks at any dog he dosn’t like or dosn’t know. The dogs that i have gone up to he just plays with but he sounds aggressive. I use a headcollar on him as he pulls this helps. When we walk somewhere else e.g woods or a dog show ( as he does agility ) he dosn’t bark at all or at the vets.
Another problem is barking in my kennel he is in two hours a day with my other dog who is a labradoodle who dosn’t bark. He constantly barks. i am thinking about using a pet correcter ( sprays air out of a can ) that i will give to the neighbours because this has worked with the house and garden. Any help i would be gratefull.

The pet corrector sounds like a good idea. It is odd that he is good in shows but barks on walks.
