Dog Crate Cover

How often should a dog be left out of its cage? ?

My brother & his girlfriend have 2 small terrier dogs & they keep them in their Dog Crate on a cement floor all day & night. In the course of a 24 hour period they may walk the dogs 5 times. The dogs are continually urinating on the floor & they never even wash the material that the dogs sleep on (It has to be covered in urine too) I don’t think that these dogs are being treated & cared for right. What should I do?

talk to them, if they don’t change, have the dogs taken away, That’s abuse and its disgusting. I would almost say just call animal control or the cops now, what they are doing is so horrible and low that the punishment should fit the crime, let them sit in a cage and pee on themselves all day and see how they like it.
