Should I get a shock or citrus collar for my crazy psycho dog that won’t stop barking at other dogs?

He is a maltese, 3 years old. I have tried so many times to train him but when he is outside, he doesn’t see me or the ground or anything, he sees the dog and goes CRAZY and I can’t do anything. When I snap the leash back he doesn’t care, he keeps on barking like crazy and he won’t stop until the dog is out of his sight. I want to get him a bark controlling collar which should I get?
