My question why someone would keep a dog they found instead of calling the owner?

I lost my mini pincher yesterday she has a collar and tag with phone number someone saw two guys pick her up why would they keep her any suggestions?

Maybe the collar fell off?

Anyways, when I was growing up, our neighbor had a cat jump into the back of their pickup truck. We kept the cat because we didn’t know where it had come from.

Put an add out on craigslist and hope for the best.
