Does anyone know of an escape proof harness for a large dog?

My sister has a large shepard mix that that they have to keep on a run because he can escape out of the fence. we have tried electric fencing, underground fencing, chicken wire, shock collars , you name it and he still escapes. He is on a run but now he can escape out of his harness. he has snapped leather collars and broke chains and cables. does anyone know of a escape proof harness for a large dog. He can also get out of a collar. He is a sweet dog but we are afraid to let him run loose because there is a very busy road near our house. Any suggestions for Houdini dog?

Use two collars, connect the one closer to his body to the dog run. Watch the dog more often.
