Are citronella or electronic collars mean and cruel?

We have a nine month old lab/husky mix and she barks all day long when we are not home. My landlord lives in the other side of the house and says if she doesn’t be quiet then we will have to get rid of her or move. She is perfectly behaved when we are home, never barks. Does anyone have any experience with these collars?
We did not “choose” a vocal breed, we found her as a stray a month ago and decided to take her in. If you can’t be helpful why even answer.

Neither one are cruel or “mean”….but sticking a collar on a dog shouldnt replace training.
