My cat has white flakes all over his coat?

I’ve tried to bathe him which didn’t work, nor has brushing him, he has quite a long coat, he doesn’t seem to have any on his belly or his tail, it’s mainly on hiss back and on his head. Can i use a shampoo from a pet store? And what else can I to get rid of them?
