Why does my dog chase, people, buses, and is dog aggressive!!?

I have a 1 yr. old Pug. Zoey. I love her and would do anything for her. But as the older and naughtier she gets the more I move away from here and to my other Pug. Zoey, well she, um. She eats anything yesterday I turned around and she found a dead bird that took for ever to get away from her. One day she almost got ran over by a bus. She chases buses, mail trucks, motorcycles, anything with a loud noise. She is dog aggressive,not to my other dog. She chases, cats, birds and any small thing that moves. People are tired of her barking. She chases people on the street. She barks at anyone that walks by. I love her and giving her up is not an option. I have tried the prong/pinch collar, choke collar, half-choke collar, harness, nylon and leather collar, harness, and every training technique. I will not give her up.
I live in America where choke chains can be used

What advice are you seeking if you’ve tried every training technique? She sounds like a typical pug – pushy and obnoxious – don’t get me wrong, I love them, but this is the breed.

Be sure she’s on leash so she doesn’t get birds or chase buses. Have someone ride by with an air horn. When she chases, blow the horn. Make the chase end with a negative for her, not a positive (the thing runs away).
