Is liquid cooling for your computer safe?

Is it safe? What exactly does it do? Does it just dunk your processors and things in plain water (this is a wild guess)? If you had a liquid cooling system, would you need like a sink nearby?

Does the hose that is used in the cooling system ever burst?

Does a computer with lots of high-end hardwares need a liquid cooling system? Or is just a fan cooler good enough?

P.S. If you are ever wondering why on earth I’m getting those things, it is because I have to use the “heavy duty” applications like video editing, Photoshop, etc. Also, I’m a heavy gamer.
